Terms of Reference (ToR) for video documentary production
Project overview
Haki Madini Kenya (HMK)1 is commissioning a documentary to showcase its achievements and impact over the last decade. The documentary will focus on HMK's work in seven counties in Kenya—Kwale, Kajiado, Kitui, Migori, Taita Taveta, Elgeyo Marakwet, and Nairobi. The objective is to capture the experiences of community members impacted by HMK's initiatives and highlight the coalition’s leadership role in community organizing, policy advocacy, corporate accountability, and inclusivity, particularly in the context of gender and extractives. The documentary's maximum duration is 10 minutes.
Scope of work
- Pre-production
- Research and planning: Conduct background research on HMK's initiatives, policies, and impacts in the specified counties. Develop a detailed plan for the documentary, including key themes, interviewees, and shooting locations.
b. Script development: Collaborate with HMK to outline the narrative structure. A cohesive and engaging storyline must effectively communicate HMK's successes.
c. Logistics planning: Coordinate logistics for the video shoot, including securing permission for shooting in various locations, scheduling interviews with community members and HMK leadership, and planning travel arrangements.

- Filming: Conduct on-site filming in the seven specified counties, capturing interviews, community activities, and relevant footage to illustrate HMK's impact.
b. Interviews: Conduct interviews with community members, HMK leadership, and other stakeholders to gather firsthand accounts of HMK's influence on community organizing, policy advocacy, corporate accountability, and gender inclusivity.
c. B-roll footage: Capture relevant B-roll footage showcasing HMK's projects, community engagement activities, and the broader context of the extractives sector.
- post-productiona. Editing: Edit the video footage into a compelling and informative 10-minute documentary. Ensure smooth transitions, appropriate pacing, and visually appealing graphics or animations.
b. Voiceover: Provide a professional voiceover that guides the audience through the documentary, supplementing visuals with clear and impactful storytelling.
c. Music and graphics: Integrate suitable background music and graphics that enhance the viewing experience and align with HMK's brand.
d. Review and revisions: Share documentary drafts with HMK for feedback and incorporate any necessary revisions.
Deliverables
1. A detailed pre-production plan, including a script outline and logistics schedule.
2. Raw footage from the on-site filming in the specified counties.
3. A 10-minute edited video documentary with narration, music, and graphics.
4. Five one-minute video teasers showcasing various achievements made by HMK.
5. Final project files and assets for HMK's archival purposes.
Timeline
We expect the project to be completed within 21 days of the commencement date.
Budget
Provide a detailed budget proposal covering all pre-production, production, and post-production aspects, including travel, equipment, personnel, and editing costs.
Submission process
Interested video production companies should submit their proposals by February 3, 2024. Proposals should include a portfolio of previous documentary work, a detailed project plan, and a comprehensive budget breakdown. Please send them to consultancy@khrc.or.ke
Evaluation criteria
We will evaluate the proposals based on the company's experience, understanding of the project objectives, creativity, and cost-effectiveness.
